Don was appointed by US Department of Commerce Secretary Gary Locke as the first ever Senior Policy Adviser on Native American Affairs, Office of the Secretary at the U.S. Department of Commerce where he served from October 5, 2009 until October 3, 2011. At the Department of Commerce, Chapman was charged with helping implement the Administration and Secretary Locke's ambitious agenda to directly improve the economic profile of Indian Country through both economic business development and policy implementation activities as well as coordinating the Tribal Consultation Policy implementation across all of the Commerce agencies.

Prior to his federal appointment, Chapman served as a senior executive manager with the Wyandotte Tribal Corporation, Chenega Advanced Solutions and Engineering (ANC), TKC Communications (ANC), and as a senior consultant for NCAIED Washington D.C. PTAC office. Prior to his tribal business experience, Chapman worked in the private technology sector as applications engineer in the Ericsson Cell Phone Design group, General Dynamics Optical Engineering Group (Advances Technologies Group), as a partner in the technical manufacturers representative group Mechtronics Sales, and as Vice President of Professional Electronics - a military electronics reverse engineering and manufacturing company. He has held both TS SSBI and PPT security clearances. 

Don appears regularly ... and is available as ... a key note speaker, panel expert, and lecturer at various Native American conferences and symposiums including NACA, NCAI, ATNI, USET, NAFOA, NMAI, Native American Chambers of Commerce events, the Sovereignty Symposium, Construction in Indian Country, Native Nations Events, National Ocean Policy events, and charity fund raisers. He also is a NAMMY-recognized Native American musician, performer, and entertainer.
